Communique of Second General Assembly
Second General Assembly
  Hereinafter are the main points included in the second general assembly of the communiqu� of Arab Club for Information :
Second (Arabcin) general assembly was held in Damascus on 17/10/2001, it coincided with the first anniversary of Arab Document Day, which was first proposed by both the National Information Center (NICE) and (Arabcin), and approved by specialized Arab and national authorities (Arab Organization for Education, Culture and Science (ALESCO); together with regional branch of International Council for Archives). To this end it became a formal Arab Day to be annually celebrated. In this connection, numbers of activities were held by both (NICE & Arabcin), such as the first scientific symposium which discussed Arab document, present and future.
The assembly discussed a number of subjects, related to future work and activities, as follows:

A- Proposal for the amendment of Arabcin statute, and ratified the proposed draft.
B- Arabcin's Executive Bureau report, which concern activities carried out by the Club between (25/10/1998 - 17/10/2001). The conferees reviewed the following;
1-the Club's achievements in the field of information, specially the issuing of quadri-lingual magazine Areen (Arabic, English, French and Spanish), and (Arabia 3000) the Club's theoretic magazine.
2- The establishing of a site for the Club on the Internet, and another one for Arab Document Day.
3- The Executive Bureau's organizational task, how the Club expanded during the last three years to include (110) institutions and centers from most of the Arab states; and the formation of branches for the Club in many Arab States.
4- The Club's training activities; two training courses in the construction and use of thesauri (12-24/6/1999) and preserving of documents (21-31/10/2000) were achieved. The Club also participated in the organization and completion of a third training course in the field of agricultural information and documentation (13-16/9/1999).
5- The report also referred to the (15) Arab courses that the Club participated in; and which the Club had presented important seminars.
6- Studies issued by the Club during the mentioned period, and the establishment of the Club's institutions (Arab Studies and Research Center; Arab Bibliographical Center; Arab Information Institute; and the Arab Institution for ICT).
In the end, the Assembly listened to the comments made by the members of the Executive Bureau relating to the Club's efforts in the building and development of the staff; the preparation and the steps taken towards the construction of Club premises and equipment, along with the construction of co-operative relations with other Arab, regional and international Clubs and organizations.
The assembly approved the executive report.

C- The Assembly discussed the work-plan proposed by the executive Bureau for the year 2002 including financial, organizational, documentation and information related issues. Also included in the work-plan is the information and technology, seminars and training, the Document Exhibition, ways to further re-strengthen Arab relations. The Assembly approved and passed the work-plan.
At the final session the conferees elected Club's central Council; the latter concluded a meeting where it elected the new executive Bureau, then the executive Bureau met and distributed tasks as follows:

" Dr. Abu Al Saud Ibrahim, Al-Ahram newspaper asst. editor in chief, and head of Al-Ahram Information Center - 1st deputy of the head
" Dr. Abdulla Reyes, director of Archives and Information Center, U.A.E. 2nd deputy of the head
" Dr. Hassana Muhy Eddin, consultant to the head of Lebanese University for Information affairs - Member
" Eng. Mongi Miled, director of Information Center, Tunisia - Member


The assembly approved a number of recommendations :
1st : for Official Institutions:
1- Call for organizing or re-organization of national archives in Arab countries, according to scientific methods, to preserve them, and facilitate their use and management to try to use the best methodologies & technology available for this purpose.
2- Stressing the necessity to preserve Arab document, publication and adopting effective protective acts and regulations.
3- Call for the establishment of specialized documentation and information centers, to be concerned with the collection, analysis, regulation and preservation of documents in each Arab state, and in the economical, social, scientific and cultural fields.
4- Call for educational institutions to adopt the teaching of archives, documentation, library and information issues as part of their educational curricula.
5- Call for the establishment of Arab institutes specialized in the field of archives, documentation, library and information, according to modern bases and technologies, for training of the staff and promoting cooperation between Arab scientific institutes, for the best use of available resources.
6- To send letters to Arab heads of states, asking them to support the reached results and recommendations of this assembly, serving by this support Arab document, convincing them that these achievements will help to preserve the identity and memory of the Arab nation.
7- Necessity of coordination with reliable international organizations to retrieve our Arab Palestinian and Jerusalem documents, held and confiscated by Israel, and to support Palestinian bodies working in this context.

2nd, Recommendations to documentation, Archives, Information and library Centers:
1- To activate translation and composition in the realm of documentation and information, extending them to include the wider spectrum of books, studies, and specialized researches in this context.
2- Providing Arab documentalists with necessary working tools, through the preparation and publication of specialized thesauri, along with other basic means that facilitate their work in the field of documentation and document tangible analysis.
3- Calling on documentation and information institutions in both public and private sectors to exchange information and activate documentary, archival and information practices all over the Arab world.

Third General Recommendations:
1- Unification of Arab efforts in the field of demanding the documents concerning Arab countries.
2- Calling Arab bodies (officials or non-officials) to use modern technologies for identifying Arab documents and building an Arab Data Net for the documentation of all fields of information and putting them in the service of all users.
3- To issue a unified dictionary for the terminologies of documentation, Archives, information and libraries, and authorize the Arabcin to do this in cooperation with concerned Arab bodies.
4- Stressing on the use of Arabic language concerning researches, documentary studies and producing information means which help documentation experts
5- Promoting the creation of cultural programs, exhibitions, seminars and competitions regarding documentation and documents, and regulating them in a proper scientific way.
6- The necessity to retrieve of Arab documents from all over the world or at least getting a copy of them.
7- Promoting copyright laws in the Arab world and suggesting proper rules to protect the rights of inventors in all fields.
